Officers Facing Probes Continue to Hold Key Posts in MP Excise Department, Flouting Norms

BHOPAL/In a blatant violation of Madhya Pradesh’s official transfer policy, multiple officials currently under active investigation—both economic and departmental—have been appointed to influential field positions within the state’s Excise Department.

According to a recent order issued by the Commercial Tax Department, Assistant Excise Officers Sanjeev Dubey, Raj Narayan Soni, and Satyanarayan Dubey have all been posted to critical field assignments.

Sanjeev Dubey, currently under investigation for alleged economic offences and a pending departmental probe, has been transferred from the Excise Headquarters in Gwalior to serve as Assistant Excise Commissioner in Jabalpur.

The Enforcement Directorate (ED) has registered an FIR linked to a multi-crore liquor scam in which contractors are accused of causing a loss of ₹49.42 crore to the state exchequer. This was allegedly achieved through forged treasury challans and fraudulently obtained NOCs for liquor procurement between the financial years 2015–16 and 2017–18 in Indore.

Sanjeev Dubey was posted as Assistant Excise Commissioner in Indore during this period. Sources reveal that the “figures” were filled in on the treasury challans while the “words” section was left blank—suggesting deliberate manipulation.

The ED has recently conducted raids at multiple premises belonging to the implicated contractors across the state.

Similarly, Satyanarayan Dubey and Rajnarayan Soni—both under formal inquiry—have been moved from the headquarters to Khargone and from Ujjain to Dhar district, respectively, as Assistant Excise Commissioners.

All three officers are currently under the radar of the Economic Offences Wing (EOW) or the Lokayukta, or face internal departmental probes.

As per Madhya Pradesh’s official transfer policy, officers or employees facing criminal charges—especially those involving moral turpitude—are barred from holding executive posts. Furthermore, those under departmental investigation are generally disqualified from such roles.

Despite this, the Excise Department has disregarded established norms, triggering serious concerns over administrative transparency and the selective application of policy.

Sources within the department have confirmed that all three officers remain under active scrutiny for alleged misconduct and abuse of official authority.
